Friendly at 8:30

Part of my job requires me to make calls to government agencies in different parts of the country. Today I was trying to get in touch with a particular department in a county in Tennessee. It was nearly 4:30 their time, and the person who answered the phone said that the whole department had already left for the day. I asked her what time their office opened, so that I could call them back in the morning. She replied,"The office opens at 8:00, and we are friendly at 8:30".
